Everyone has this UID. Do everything (though with privacy) with UID. For every transaction use UID. Like generating token no. somewhere use UID and biometrics at places for verification, getting subsidy, lands, income, buying products, services, attendance etc.

Tracking people, transactions. Better informed government. Link general public work requirement with govt. officer UID. More transparency.
